CREDIT RATING AGENCIES AS AN ELEMENT OF FINANCIAL INFRASTRUCTURES: A POLITICAL ECONOMIC APPROACH

Цель статьи – рассмотреть кредитно-рейтинговые агентства как элемент финансовой инфраструктуры в рамках политэкономического подхода, проанализировать их деятельность современном мире. Научная новизна заключается политико-экономическом аспекте исследования указанных агентств отличие от распространенного экономической литературе прикладного характера (в основном исследуются эконометрические инструменты деятельности кредитно-рейтинговых и предлагаются модели по улучшению качества рейтинга). В статье выделены предпосылки появления рейтинговых агентств. Проведен анализ интересов субъектов отношений, а также состояния рынка услуг на основе индекса ХерфендаляХиршмана. Отмечена противоречивость соотношении частного общественного агентств, сделаны выводы о необходимости баланса этом отношении, том числе с помощью государственного регулирования.
